Plot
The city of New Rome faces a duel between Cesar Catilina, a great artist who advocates for a utopian future, and the greedy mayor Franklin Cicero. Francis Ford Coppola wrote the screenplay in the early 1980s, but the film was shelved in part due to his financial debts. Pre-production finally began in 2001, with 30 hours of second-unit footage shot and a table read with Paul Newman, Uma Thurman, Robert De Niro, James Gandolfini, Nicolas Cage, Leonardo DiCaprio, Russell Crowe, Edie Falco and Kevin Spacey.
Coppola abandoned the project altogether in 2007
the project was shelved after the 9/11 attacks because a scene in the script (page 166) "predicted" attacks. and started creating it again only in 2019. The security video of Cicero entering Ceasars office should be two different cameras as the small text in the upper left corner indicates.

and it’s not fun to watch
The acting is very well done, but at the behest of the off-road plot and lack of setting. Some scenes were just plain weird; the actors walk to different parts of the room for no reason, it’s like I’m watching a Cirque Du Soleil show without the art house beauty, the cheesy and exaggerated portrayal of the rich as if they’re jackass pigs, and just the overall delivery of the direction was weird.
